Is reorder PDF different from delete or extract pages?

Yes. Reorder changes the sequence of the pages that stay in the document. Delete removes pages. Extract creates a new PDF from selected pages.

Can I create a new order before merging files?

Yes, but if your source is already one PDF, reorder is the more direct workflow. If you have several source files, merge PDF is the better starting point.
